With reference to your despatch No.295 of the
7th November, I have the honour to enclose two copies of the licence to trade which I have granted to Er. B. Reif.
2.
I received a somewhat unfavourable impression
from the documents forwarded to you in my confidential $293 despatch of the 9th December. The letter of the 25th of
September appears to incite to an evasion of the censorship and possibly suggests trading with Germany through Milan; while the description of Mr. Reif contained in the Power of Attorney is not entirely straight forward. I have, therefore, made the licence revocable at any time.
